Choke and bad fps

i seem to get "choke" (what the hell is that?) and bad fps in counter strike. it seems to have happened when i got a new PCI network card. (it fixed my freezeing problems yay) so can someone tell me what choke is and how i can fix this please?

Play with ur rates a bit might help with the choke.

About the fps....get a new graphics card :p

yeah but my fps isnt usually 17-25 in the stress test i get 41.7 :/
