Any ideas how to use apps that require certain ports open (like mirc) in public WLAN ?

what do you mean by "its public"? As in, one that is at a bar? If so you have to ask the system admin to open the ports. If its the one at your school, set up an ftp server that you connect thorugh :p

If its on a campus Wireless network you will have a very high probability of being attached to a Firewall that has these ports blocked by the sys admin [Probably to stop the sharing of warez etc through IRC channels etc]. If you are connecting via a proxy sever there is a possibility that the access rights are for connections through this server. Sytem admins "sometimes" create a secondary proxy server with "relaxed" rules so they can get unrestricted access to the web [for downloading patches and updates ...yeah riiiight]. Your best bet would be to get friendly with one of the IT support guys on campus and try to get the other proxy sever address from him.
