re starting eve?

i want to restart playing eve, but i have some questions.
serverpop?
how many of them are renegades?
can my m8 play eve? (he has no creditcard)? pls explain how u pay without if possible.

im lookin to restart eve someday too.. but for now its lil crap here but getting better :)

but i have to make a new char the old one was hated by many guys, and hunted by many guys.
and he has to give 220 mil to some1.
i died in a huge battle, but i lost every thing. and my ship wasen ensured and the amunitions and weapons are gone too.
