Another change with version 3.2.12 that went live January 19th, 2005 is one to the population cap numbers. Previously, any one planet in the system could have up to 166 soldiers per Empire on it. In order to better spread the fighting out across the system and promote more fighting in more locations, we have reduced this per Empire cap number to 133. This means you will have some 66 less possible targets to shoot at and 33 less possible friendlies to watch your back. While this may seem like a lot, we don't think it will be hugely noticeable.
